The checker tells you whether your plan and country appear to be covered, based on OpenAI's announcements and news reports. It is a guide, not a guarantee. OpenAI hasn't published a full list of eligible countries, and it is rolling dots out gradually. Only OpenAI can tell you whether dots is available on your account.
